take the cover off so CO2 can gas off. That is the reason your pH is not rising.

Okay, I did take cover off. It has been a week now and my ph is still at 7.3 Can you tell how much Borax I need to add to bring the ph up. How far should I take it for closing? What is considered shock level for my pool with a CYA of 60? Thank You!

I would take the pH up to around 7.8 before closing. Try a third of a box of Borax at a time and see how much that changes it. Shock level for a CYA of 60 would be 20. Don't try and test the pH when your chlorine is high, however, as you'll get falsely high pH readings.
