Sorry, there's very little help I can offer you.
Here are some quick tips . . . and an explanation:
1. If you want to use epoxy, go to http://www.kelleytech.com/olympic/ and spend HOURS (literally) CAREFULLY reading their technical guides. And, then follow them. Kelley also has materials for expansion joints.
But, don't be surprised if you fail. In my area, according the the manager of the local pool wholesaler told me I was the ONLY pool contractor in the area to consistently use epoxy successfully. It's not hard but it is VERY 'picky' work, and VERY unforgiving. You can not 'half-a##' it; you can't ignore the temperature requirements, etc.
The general rule with epoxy is, unless you are very careful and meticulous, it sticks to everything you do NOT want it to stick to, and comes LOOSE from everything you DO want it to stick to.
It can be done; I painted about 20 pools of 120,000 gallons or more, all successfully.
2. But, apart from that you are VERY unlikely to get help online. Pool professionals, and commercial pool operators, appear briefly on forums seeking answers to THEIR problems, and then disappear. They do NOT stick around to help other commercial or professional users. That means there are lots of questions, with no one to answer them.
Also, for those reasons, there is very little RELIABLE information specific to commercial pools here, or elsewhere. But if you like, you can use my "Super Search" page to look: http://pool9.net/ssearch/
3. And there's more bad news: just from the way you are asking the questions, I can tell you are not qualified to do the work you are looking at. So, I can't help you either.
Good luck!
PS: Your best bet, if you don't want lose a friend? Help him find someone who IS qualified.
