Very much like Ben said, the liner was too tight and did not stretch. I doubt that area will push out but worth a try of course. If not you will need to drain the pool. With about an inch of water in the pool, in direct sun, it is usually possible to push the bottom out in all directions creating more liner at the walls. When a liner is tight you must use the sun while filling. As soon as the sun is off the liner it will loose it's elasticity and begin to pull down the side wall, or come out of the bead, one of the two. If that means only filling a few hours a day for a few days, it's worth it. Normally by the half way point the liner should be stretched and tight to the wall, at that point it's fine to continue filling without the sun.
