If so, I'm guessing something happened during re-assembly to lock the impeller. Most likely, if you dis-assemble it, make sure everything is aligned properly and turns freely, and re-assemble it, it will be OK.
However, you *may be able* to test the motor, once it's apart. Have someone hold the motor firmly (with a foot!) so that it won't jump, but so the shaft and impeller are free, not loose, and not rubbing anything. Turn the motor on briefly, to see if it runs normally. If it does not, something's wrong with the motor or the power supply.
