Indeed I did figure out the trick. Once it was filled the air was captured at top. I went back and pulled a few of the support rails off and pulled the liner up. No air bubbles now.Now just got leak at the skimmer bottom at wall and around the jet.

Question. Will it hurt to drop a small bead of 100% silicone around the gaskets on the skimmer and return jets? Where the skimmer and return jet meet the Liner? I would not see why but not sure with the chemical reaction on the liner.
That is ok to do. Silicone is inert. I have it around my skimmer and I think on my return, too. It doesn't stick to well to vinyl but it does form a good seal.
