New above ground pool underway

Ok new at this. I am just at the stage of levelling my concrete footings. The tract for the wall is up and around. My track for the wall is about 1 inch off the ground , so do I put my concrete fottings in the ground so the base track touches the ground? And fill with sand?
I'm installing the poly cove and the gorilla liner under my liner. Do I install the 4ft section of poly cove down on top of sand . If so my base track is only 1 inches tall so that means I'm only installing 1 inch of sand because the cove has to sit right above the base track?

Any suggestions?? This was a pool made in canada it's a resin type pool and was give to us, and I'm trying to resurrect it , and spent about 800$ for liner and parts.

I'd recommend, though, that you try to ID the pool manufacturer, and then contact them and try to get a copy of their installation guide.
