issue with Compool CVA-24 actuator not stop rotating

I have a 180 degree CVA-24 actuator going into the spa. When I turn on the spa the valve continues to rotate non stop. Eventually the spa drains out. I think it's suppose to stop once it switches to the spa mode. Any suggestion before I buy a brand new actuator
