The jet nozzles are probably clogged with whatever the white specs are although that in of itself is somewhat concerning. Especially if it is plastic. If the pump ran dry, something may have melted.
Anyway, to fix the spa, you will need to remove the jets nozzles. The jet nozzles are inside of the exit pipe of the jets. It requires a long socket wrench (9/16") to remove them. After they are all removed, run the jet pump for a few minutes to clear out the lines and then reinstall the jet nozzles.
