I found today that my pool pump (Hayward sp4007x10) when it is switched on ... if I switch it of and on a couple times it will start. Is the pump going bad or could this be something more simple.

More likely either the bearings are going bad, or the starting capacitor is. I'm not sure but we have members here who know better. Do you hear a bearing whine when it starts?
It may be as simple as needing the contact points cleaned--very similar to a lawn-mower engine's if you're handy. That's the easiest and simplest place to start. Capacitor replacement is pretty easy, but bearing replacement is a little more complicated. There may be other things going on, perhaps on the pump side.

My bet is on the capacitor. A humming but not turning motor is one of the key symptoms. Also, turn it on and then off can sometimes get it to spin.
