1. Using skimmer tabs is NOT a bad thing . . . unless you have a timer on the pump. In that case, you need to make sure the pump runs 2 - 3x per day, and not just 1x. Problems result when people let tabs sit in their skimmer for 18 hours at time, with no circulation.
2. I don't know that particular chlorinator, but many of them restrict the pool water flow . . . and that's bad. Possible the worst of all is the Hayward inline chlorinator, which has a restriction a quarter -- $0.25 -- won't go through. Watch out for that.
3. Where you put is is not critical, UNLESS you have a heater. If you do, the chlorinator needs to be down stream of the heater, and possibly, needs a check valve between the two.
