How about the waste setting? Where does the backwash water go after it leaves the valve?
On a haywood filter system backwash and rinse has extremely low flow of water, yet filter and others are working fine. Have replaced lateral and "arms" in the filter and valve system - at the advice of pool store - although they suggested replacing the gasket I had replaced the spring a few times and was tired of it all. But obviously did not solve the problem - have taken filter apart 2 times, hoses are connected correctly - it makes no sense! Help.

I think BigDave is on the right track: verify that the backwash discharge line is not restricted -- possibly by cutting it, and connecting the backwash port to a backwash hose.

In that case, I'd recommend opening the valve, and see if there are any internal obstructions. If the "Filter" position works, the piping IN the filter, almost has to be OK, but there could be something wrong internal to the valve.
It comes out but at a very low rate - almost non-existent
