Alexey, I have no idea what those stains are, and unfortunately the picture you sent me is not sufficiently high-resolution to tell me anything except that there is some discoloration. (So, I didn't bother to post it.)
It does tell me that you have something OTHER than marcite (white cement + white marble dust).
Also, if your pool is new, you should be talking to your builder. Taking advice from us, during the warranty period is risky, since the builder can then blame problems on our unconventional chemistry. You do NOT want to give a contractor ANY way to disavow his warranty obligation. For now, you should do your pool chemistry however HE says. Get your stains fixed, and THEN come back to us for a better way to handle your chemistry.
BTW, if you want to take some high resolution photos (underwater camera -- I use the Pentax Optio WG-2, purchased from Amazon), we might be able to help more.
BUT, if your pool is new, it's still a warranty issue with your builder.
