    If you understand what you are doing, it would be worthwhile to see if there's a wiring fault with the power line connection. But, short of that, you probably need a new motor. A failed capacitor should not create a ground fault.

    On another note, I'm not sure why you are "kicking the kids out" when you shock.

    You can swim while the pool is at shock level but probably just not wearing your new swim suits.
