Pool Cleaner not moving at normal speed

recently purchased a new Kreepy Krauly. I have had a differnet type before. After hooking it up, to the skimmer, I noticed it is not moving very fast, or at a normal speed, it moves at about 1 foot in a minute. When I turn my heater on it moves a little faster. I took it to my brothers house and tested it in his pool. It moves along normally and goes up the side wall level with the top of the water before turning. He has the same Krauly. We both have the same hp pump. I';m thinking if I put a bypass on my heater that I will gain better thru put with the water vacuum. Any thoughts? I pulled the filters in my filter system and even ran without filters in. Didn't make a different.
