Extremely cloudy green water.

Sorry for the miscommunication. I should have said i don't have a good OTO kit, but we already had a cheap one. We've bleached and bleached. I'll provide pictures of the kit results (Which stayed about the same color overnight, even through a heavy rain) and a newer picture of the pool. The water is still greenish, although lighter, but it's as cloudy as before. You can see how cloudy by the fact you can barely see the return that's only a few inches below the water. As far as the filters, we use a sand filter with a top and bottom skimmer, so i don't think i can use the cartridges?
