I can't find "Gacier system" on Google, so I don't know.
But, in general, evaporative cooling systems don't work when it's "muggy", because when the humidity is high, the evaporative systems can't evaporate some of the water to generate a cooling effect. It's possible to use an evaporative type spray system, like a fountain, to 'cool a pool' at night, by simply cooling the water by warming the air around the pool. But to have much impact, you have to spray a LOT of water up into the air, and have some air movement -- but not wind -- at night.
