    They have one at my pool store as well. From what I could tell they basically have a control panel device that does the same checks your control panel already does, plus they stick the cell in a bucket of water to see if it's creating bubbles and therefore "working". This is probably the more important part of the service they provide since folks like me can't run the pump without the cell as the water would spill everywhere...

    If it were me, I'd do this:
    1. Look for errors on the control panel.
    2. Make sure your CYA and salt levels are within your manufacturers recommended range.
    3. Follow the cell manufacturer's cleaning instructions; probably do an acid wash.
    4. Test your chlorine level early in the evening (after sundown, though).
    5. Run your system with the cell at 100% setting; test chlorine level after a few hours (or in the morning).
    6. Is your chlorine level higher than it was during the first test? If so, cell is working. (don't forget to adjust your cell output back down).
    You should also see little bubbles coming out of the returns while the pump/cell are on and the cell is at 100%
