Chlorine floater for vinyl pools.

Any suggestions regarding placement of floaters in a vinyl pool.

I have a customer who experienced damage to his newly installed vinyl liner. It appears that his floater remained still in the shallow end against the stairs. The liner was bleached in that area and I suggested he tie the floater to the ladder in the deep end to prevent the floater from becoming trapped in a shallow corner.
Any suggestions?
