The only way to remove water UNDER the liner (below the liner, above the pool bottom) is to remove water from the dirt surrounding the pool. You can install drains and pumps under the pool, with sump pumps and corrugated drains, before the liner is installed, but it's not so easy after.
In sandy soils, a technique called "well-pointing" is used, which can be applied with the liner in place, but it's a contractor only sort of job. You can ask locally, if pool builders / service guys do this in your area. One caution: sometimes you get guys who've migrated, and will try to use the technique on soils it's not suited for -- so if you do NOT have sandy soil, it might be better to not even ask about this. You could end up paying for a 'repair' that fixed nothing!
Otherwise, the normal thing to do is wait for the water to go down. If your liner didn't lift or 'float' too much, it may go back into place without wrinkles.
