A shop vac can help you keep everything in place, while the water fills.
It sounds as if that's exactly what you are lacking: as the water rose, it pulled the liner down. With an overlap liner, if it pulls down, it doesn't matter as long as there are no wrinkles, and as long as there is still sufficient liner at the top.
Liners will stretch some . . . when warm. If you can stretch the liner EVENLY then it will probably be OK. What you do not want is to have to stretch the top 8" a lot to get things in place.
You might want to try this:
1. Leave the water in, but let it warm up. Use poured in 8% plain household bleach to maintain the water.
2. On a warm day stretch every thing into place. Then put a shop vac on, and start filling.
