Water rolls over spill way when in spa mode

Hello,

When in spa mode, the water from the spa is going over the spill way (it never used to do this). This happens weather I use the Aqualink controller in the house or use the 'Service' button in the control panel at the equipment.

I have the JVA 2440 actuators and while in spa mode, I can reverse the little toggle switch on the back of the actuator and it doesn't reverse the valve. If I turn off the controls (Aqualink) and then reverse the valve it works. I can then go into spa mode and everything is correct. The water is contained in the spa. However, I can't leave it like that or the spa will eventually drain into the pool.

My question: does this sound like the actuator is bad since I see the same behavior from the Aqualink controller in the house and the service panel?
