I can tell you for a fact that getting chlorine in there ASAP will help! Even if you have low or no circulation, add the bleach and do as Watermom or Poconos said - if you do it tonight, you'll see a major difference tomorrow

Do you have a bad well? Im on well water and always top off with that.
You could drop the vacuum hose in the pool, hook up to the skimmer and run the pump, Just make sure you fill the hose with water first.

cant you turn off the skimmer and just have the floor drain take water in to the pump? That way it does not matter how low the water is.

If you don't have a floor drain (I don't), use your vacuum hose for an intake. Leave the intake end at the bottom of the pool. Just make sure you don't have sticks and branches at the bottom of the pool that might get sucked in and clog up your piping.
