Looks like two possibilities. If the breaker is a GFI then a high resistance to ground will trip it. This could be caused by a break in the insulation anywhere along the power line and dampness causing a leak to ground. Or it could be in the housing itself or the power supply if it has one. I think they're usually low voltage lamps. If it's a regular breaker then most likely a short. If you can disconnect anything start closest to the breaker and work your way to the pool to try and isolate where the problem lies. Not unusual for mice to chew through power lines.
