Does your existing deck go over the coping or does it butt up just under it?

Hey guys,
The time has finally come to replace my 21' round (that came with the house) with a new one now that the old one has finally expired.
The site is still sound, however the old pool was 48" tall and looks like the best quality ones are now 54".
Part of the house's deck goes out to the pool, so it might be a little tricky to get the new pool lined up properly. And I'm not relishing the prospect of having to dig out the entire circle.
The question is, would it be ok for the top rail to be above the decking? I'm going to probably go for an all resin model, so the top rails can probably stand some abuse. I'm worried about getting the right ladder for this.... I'm afraid about what would happen if I went for the Diamond Star pool for example, its top rail is 11"!
Also, is it just me, or do all the pools from the top rated sites mentioned in this forum (sunenterprises, propools, etc) all seem to come with unibead liners? I really want to go with an overlap liner to make the installation a little easier and forgiving.
Basically all I want is a nice sturdy 21' pool that I can put up and not have to worry about for years. I'm still debating whether to go with the local dealer who sells an all resin Cantar "Chateau" pool or take the plunge and go with an online retailer.... and I'm going to ignore all the F.U.D. out there about resin pools, seems to all come from dealers who only sell steel ones.
