Pool drainage under the deck and around the shell

I got a pool that accumulates water around the shell .
My question is , can drainage lines be installed around the shell of the pool, since we're going to remove the deck and pour a new one??
I have a storm drain about 10 ft away and it abour 3 ft lower than the deck level.
I was thinking to install a nice 4" drain pipe like the ones they put around house foundations to accumulate the water that will build up under the deck and around the shell from all this high water line.
Anybody did this and will this be something that will work???
I want to do this so the pool will not have anymore problems with heaving from frost/water buildup.

Yes, I have something similar.

When I designed and had built the base my pool stands on, I hired an engineer to look at and evaluate the base. He recommended a set of French Drains just outside the base, to drain away any serious water flow.

They were a LIFESAVER! Ten days after the pool was completed the brandy-new custom liner split and water was pouring out like Niagara Falls. The French Drains siphoned most of the water away, enough so that my basement wasn't flooded.
