    Default Polaris 380-What's that thingy?

When I took apart my Polaris to look for drive problems, I noticed at the base of the tall plastic cylinder a black "thingy" that has a zip tie on one side and what seems to be lead or metal encased in black rubber or plastic. Anyone know what it is? It isn't in the current parts schematics for the 380 but mine is an old 380, perhaps first generation. I wonder if it might be a weight to help the 380 stay down. The zip tie is broken but I'm not sure if I need to try to replace or repair it. Thanks for your help.
