Well, I guess he meant that with all of the stuff he was telling the guy to put into his water, because his cya was too high to combat algae, his water would eventually be "bad", meaning full of cya so the chlorine no longer works at low levels he has him keep it. So then he tells him to drain and refill and he can sell him lots of stuff to "balance" his new "good" water
