Ok whats floating in my pool?

There is like a tissue paper type Substance(see through slime?) everywhere in my pool-
i tried to grab it with my fingers and it just disinagrates.
they are about 1 inch and smaller.

I had this in the spring. I decided it was pollen, plant stuff. Skimmer socks helped get rid of it.
My numbers were right and I had no algae, so again I decided it was airborne debris.

I believe i have water mold....
i just shocked it with 3lbs of shock-

the only reason i can see why this happened is,
faulty test kit!

I was showing high chlorine levels 3.0+ so i lowered then shut off the chlorine supply.. this went on for two weeks and i still showed a 3.0+ chlorine level.

time for a new test kit!

3.0 is not a high chlorine level under any circumstances, but if you have any stabilizer at all in your pool, it's not nearly enough to keep your pool clean, especially if you "shut off the chlorine supply". What is your CYA level?
