I have the basket kind and when the water level is high I've had it cock and stick high and water didn't flow. So...the fix, I don't use it unless the water level is below the middle of the skimmer opening.

I have the round skimmer basket that you are talking about Poconos. I have had the same problem with it sticking so I cut a slot in the side of the smaller piece and put a pin and clip through both pieces so that it doesn't get high enough to get stuck. Here is a picture.
