Default Solar cover mandated by Code!

I've been trying to convince a neighbor that just installed an inground pool that a solar cover would save them money. I gave them a website that I saw here that showed the cost to heat with and without a solar cover. They told me that the table was correct, and their gas bill went up this year by exactly what the table showed. They also told me that they just got the final building inspection done and the town told them that it now requires a solar cover for all new pools that are heated - so they will be required to get one.

What if you have dogs and don't want to use a solar cover. I think the town is setting themselves up for some liability issues if someones pooch falls onto the cover and either slides under the edge or gets trapped on top. Don't they have anything better to do with their time.

That would not be an issue as by law you must have a minimum of a 5' high fence with self locking gate, so a dog would not be able to get into the pool area anyway.

I think the law is great as to not use one is a huge waste of energy, and wasteful use of energy just causes us to import more energy which funds terrorism.

Dosen't the 5' fence only have to enclose the yard and the pool?

The government sticking its nose in my personal business and choices just irks me. In this particular circumstance there are a lot of 'what ifs'. What if the person wants the dogs to be in the fenced in pool area as opposed to having a separate fenced in area for the dogs? What if the owner is an older person and can't handle a solar cover? Will the municipality cover the cost of a motorized system? Yeah sure. Next thing they would do is specify the size and type of solar cover. Where does the government stop?
I do agree that wasting energy is bad. That's one reason I went solar. I could afford the propane and have a nice Hayward 400 BTU/Hr heater now taking up space in my basement but I elected not to use it. I heard a statistic that the per capita water consumption in New York City is 600 gallons per day. If this is true...WHY. Most people in this country just turn on a light switch and the light comes on, open a water tap and water comes out, turn up the thermostat and the house heats up. Absolutely no thought what makes all this happen. They will be the first to complain and moan when one of these things doesn't happen. I like where I live...not many rules.
    Sorry for the rant.

NJ...that figures. Used to live in Cinnaminson. Just talk to CarlD about NJ codes...they have a bunch. Glad I moved here where we shoot inspectors....Just Kidding. Actually the county code enforcement officer lives about 1/4 mile from me and is a neighbor.
