Are you in a freeze/thaw zone? If so, do not let them poor directly over fill dirt. It will settle and the concrete will crack, lift and settle. You need a stone subbase and even then there is no guarantee it wont settle.

Doesn't matter what you put under the concrete if it is on fill dirt. The fill will still settle. If it is undisturbed soil, then you can pour directly on bare dirt.
Well i spoke to my pool company and they didnt give me any firm statements, but called back with the fact that stone will be installed under the walkway around the pool, but any additional concrete patio will be between me and the concrete contractor..
As far as settelment goes Ive been pushing soil under the stairs and skimmers, I had my second grading a week ago and have run a borrowed compactor in and around the pool and piles (for sidewalk)

At this time I feel "no subbase" means the concrete will crack sooner and to a more severe degree
