My WalMart AquaChem test kit say not to test for pH, TA or CH unless "total available chlorine" in 3.0 ppm or less. Does this apply even if CYA is present?

My WalMart AquaChem test kit say not to test for pH, TA or CH unless "total available chlorine" in 3.0 ppm or less. Does this apply even if CYA is present?
