Get a sample tested at a pool store to make sure your CYA is low before adding more. Buy one of Ben's kits and you can test it yourself in the future. Not sure how much you over filled but if you lost/replaced a lot of water, you could have dropped the CYA a little.
Your high Ph could aslo cause the chlorine to be low. Add acid to get that down and see if it helps as well.
You may want to consider using a little bleach to get your numbers up insted of cranking the SWG up to max. That will shorten the cell life.
