You know, I think you are better off than you realize.
First off, my pump and filter (sand) at low speed reads about 8 lbs. So your are fine there. Low speed will save you TONS of money in electricity and if it's keeping the pool clear, GREAT!
As for the leaks: I'm guessing here, big time but this is common. Many pool installers use flexible PVC piping (TigerFlex) instead of hose--it's hard to tell the difference but there is a difference. Then they use internal (barbed) fittings with hose clamps on the TigerFlex--and they inevitably leak.
If that's the case, what can you do? Well, there are 3 solutions I know of:
First, you can add a second or third hose clamp to the fitting. That may help, or even work.
Second, you can replace the TigerFlex with hose. There's even a thick PVC hose. Internal fittings work far more effectively with hose than TigerFlex.
Third, and my preference, is to buy Schedule 40 glue-on fittings, and glue them on the TigerFlex just like you would on hard PVC pipe. I had the same problem when my pool was new--the installers had just driven away and it was leaking! So I glued on Sched 40 fittings and my leaks vanished.
There are other causes to leaks, like not using enough plumber's teflon paste, as one example.
