Default Salt ?s and others please help

Hi everyone . I have a 12k in ground with pebbletech. The pool intaller installed a jandy aquapure 700 system . I can not get it to produce chlorine -jandy sent me a new cell and still nothing. Prior to having this pool installed i had a 15k vinly pool with the aquarite and it was great . I have already purchased a new aquarite for this pool . Should I install the aquarite and get rid of the jandy or am I overlooking something simple why the jandy won't work . My water is at 7.6 ph .5 cc and stabalizer of 80 alk of 120. Another question is whan a salt cell is working does it produce tiny bubbles? I now that when my aquarite was installed and running it would . PLEASE PLEASE HELP . J

Potentially a stupid question, but you do have salt in the pool, right? What is the salt level?

Yes it does produce bubbles but not all pools will exhibit the bubbles going back to the pool. It all depends on the amount of power the cell is receiving, the flow rate, and the number of return jets you have. Most pools have equalized returns and variable return jet orafices, which will distribute the bubbles more evenly throughout the pool and makes the bubbles less evident.
Why your Jandy is not working? Activating the cell then crack the union after the cell and take a water sample from there. Test the water sample for chlorine, which should indicate a higher level than what's in the pool.
Your salt level is good. Do you show any warning lights on the Jandy? What are the rest of your water chemistry results? Low stabilizer, high pH, high Phosphates, previous bromine use, or short run times will all contribute to low or no chlorine detectible in your pool.
How does your water look? If it's clear and you have not added any chlorine, it's working. Perhaps your chlorine is too HIGH and may be bleaching your test results?

    Just some thoughts....
