Default scale removal - question and help

I have tried Jack's Magic Blue two times now with a solid week of brushing following each application with no or little improvement. After opening this year (pool is in third season) we noticed some rough spots on the pool floor. They will sand smooth but there is too much to undertake with that method, I'm guessing about 25% coverage. Our pool had a very smooth Hydrazzo finish originally. The local pool "experts" say over the winter the scale developed and try the Jack Magic again but I'm not so sure after our first two unsuccessful tries and it costs $100 an application. Another person said to lower the ph to 6.5 and brush. Yet another said to get Hydroquest 100. I'm in need of some direction short of draining the pool and sanding it off or acid washing. Chemicals read:

    TC 2.0
    FC 1.0
    TA 80
    TH 120
    pH 7.0
