If you have a CYA of 180, and a Ca of 264, it's no wonder your water is cloudy. You need to remove the tabs now...they are driving your pH down and your CYA up, and your CYA is already more than double what it should be to begin with. If the ingredients for any of the shock you put in is either dichlor or trichlor, they also raise CYA.

Your best bet for right now is to do a partial drain/refill of your water and try to lower your CYA and Ca--then switch to bleach for chlorination. Otherwise, you're going to continually be fighting cloudy water, because with a CYA that high, it's taking huge amounts of cal-hypo to shock it, which in turn causes the cloudy water.
