No, total chlorine is free chlorine plus combined chlorine. So if your free chlorine is 6 when you do the test, and you add your 5 drops of #3 and your water turns pink, if it takes 2 drops to get the water clear, your combined chlorine would be 1. So 6 plus 1 would make your total chlorine is 7. You can only get a positive reading for combined chlorine, because if the solution stays clear, then it takes 0 drops to get the solution back to clear, so the fc would be 6, the cc would be 0 and the tc would be 6.
