It depends on your CYA(Stabilizer) level. If it's in the 30-50 range, it may fade your liner (espec at the low end of the range). But if it's above 50ppm, it shouldn't fade your liner at all to go to 17ppm of FC.
I routinely throw a few gallons of 12% chlorine in the spring without checking levels.
And with my past pool stabilizer would drop to 0 over winter,
But with a new (water tight) pool the stablizer stayed at 40 over winter.
That combined with a cloudy spring the chlorine was pretty high when I started preping the pool to open. It was at 17 !!! Yikes, I've never had it that high. And this was a couple weeks after I had put the chlorine in. And it stayed up there for a couple more weeks (coming down may a point every day or so).
