Sounds like the same thing that happened with my cell, the salt reading steadily decreased even though I was adding salt and cleaning the cell. Turned out my cell went bad and was replaced under warranty. Goldline determined that the cell was bad by the readings that were displayed for the volts and amps going through the cell. With the new cell it immediately tripped out with high salt, and I drained about 2' of water from my pool to get it down from 6200ppm to 3500ppm.
To clean the cell mix about 4 parts water to 1 part Muriatic acid and soak the cell until it stops bubbling and you cant see any build up in the cell. Depending on how much build up is in the cell you can also try hosing it out.
