Better to put ball valves on all the drains and use them to cut back on the flow from the low drains and any other than the skimmer. Easy to install, easy to adjust.
My pool has 2 pool bottom drains and a surface skimmer. Both bottom drains have the new code approved grates. This is an in-ground 2,500 gallon pool/spa with 16 jets. The pump is 2 HP so there is lots of surface circulation but not enough suction from the skimmer to adequately catch surface debris. I was thinking that some kind of rubber cover placed over the grates might restrict that inlet forcing more section at the skimmer. Any suggestions would be appreciated.

i guess I thought he meant the spa was 2500 gallons, which sounded big to me.
