The pool store test today showed:
TC 4+
FC 1.1
PH 7.4
TA 150
Ca 170
CYA 70

I just dumped in another 9 gallons of bleach. After 30 minutes I still don't test any FC on a strip. The strips do register the max level of FC if I pour bleach directly on the strip.

I guess I must be more patient.
