    Default Inground Step Bubbles

    My pool steps have been developing bubbles over the past 3-4 years. They appear to be surface bubbles. I am told that those are not an issue (except aesthetics), and they should be fine since there is fiberglass underneath.

    Does that seem correct?

    I am getting ready to put in a new liner. If I put one in, and need to replace the steps in the near future, I'll have to pay for a new liner all over again.

    I've read about fiberglass developing surface irregularities - round raised spots. I don't recall any causes or solutions. I think one person (who had fiberglass skills) grind all the bubbles out of the pool, repair and re-apply gel-coat.
