high levels of CYA in pool that was just finished and filled in November 2013 - 18000 gallons, looking for solutions to help lower

There aren't any good ways to lower it other than to do partial drains and refills. But, you don't want to completely drain a pool.

Do you have a drops-based test kit? (Test strips don't count.) We need some current water testing results to look at to be able to give you good advice.
