pH is 7.8
Chlorine is low at 2.5 ppm (I added chlorine).
Vinyl lined AG pool.
What else should I test for?

Actually, I am not aware of calcium hardness affecting or causing burning eyes, even if it is too high. Calcium is useless in a vinyl pool.

I must admit I am baffled. There must be another irritant in the water, but all I have is a few "try this" suggestions in the dark.
Have you added other chemicals like copper, silver, ammonia based algaecides, clarifiers, etc?
