I have seen done both ways. If you want the pipes in dirt and they have not poured the pad, then ask for it that way. It is a bit more flexible for repairs and you are the customer.
My pool contractor likes to cement in all the PVC pipe or plumbing on the pump pad. I like the idea of the pump and heater sitting on a concrete pad, but it seems the PVC would be limited in future repairs and modification if they are fixed in the concrete. Is that typical?
