Yes. A big Allen wrench.
Standard run of the mill 1/4" hex (allen) wrench. if you didnt get it, you can get one at a local hardware/home improvement store.
If you are very careful, you could technically use a drill with the allen/hex wrench bit in it, but if you overdo it you'll pull the anchors out of the decking. Be forewarned if you try it that way

Put a tiny bit of grease on the threads before you screw them back in. Mine use to seize up during the summer and when I tried to raise them in the fall the whole anchor would spin if they were stuck.
I use my portable drill with the tensioner all the way down to 1. This way, if I overdo it, nothing bad happens. Using the drill is much faster than screwing all of the anchors down by hand. I haven't used the tool that the company gave me since the first year.
