What's the possibility that it actually is dirt? We're having that problem daily since we live in a subdivision still under development. Contractors digging trenches and clearing land, + farmers plowing fields hundreds of yards away are stirring up enough dust that, combined with a 10-15 mph breeze, it's forcing me to vacuum the pool every day. Just offering the possibility that if it looks like dirt, it may be dirt.
ALL pools need TLC if you don't want a swamp!
What is your CYA? Effective chlorine levels depend on the CYA level.
You can also check various threads for info on DE in a sand filter, and skimmer socks.

Are you moving the vac head really slowly when you vacuum? If not, you end up just stirring the dirt up instead of actually vacuuming it up and that can make your water hazy.
