Default Adding bleach with no filter circulation

My pool made it through the winter with clear water, however, when we first took a peek to see what the water was like(about a month ago), the motor on our cover broke with the cover just barely covering the surface of the pool (we could see in about an inch) and the water has still been clear up until this weekend. The motor just got fixed yesterday and I opened it up to find cloudy water!
Of course I tested and Zero chlorine! PH looks good at 7.4
My opening company is coming in 2 days to open & get the filter started. Can I start adding bleach now? and just stir up the water with my brush/skimmer net so it doesn't settle to the bottom of my vinyl liner?

    Thanks
40k gal IG vinyl liner, Hayward pump and sand filter, Pentair gas heater (used occasionally), no cover
