Default Jandy LITE2 troubleshoot issue transformer or control module

My Lite2 has water damaged circuit boards, I am trying to save it. After putting it back together it did not turn on. The first step according to the trouble shooting guide is to confirm 240vac at the inputs. OK, good. Step two, make sure blue wires from transformer have 24vac on them. Nope. Manual says check 2amp fuse. Ok, its good. Manual says bad transformer. Replaced transformer. Same problem. What would my next step be? Troubleshooting guide does not have a next step, only replace transformer.
    Thanks, JD

Sorry, I've never had to service one of those heaters.
